EMPLOYER INFORMATION:
The Association of Central Oklahoma Governments (ACOG) is the regional planning agency and the designated metropolitan planning organization (MPO) serving the four-county Central Oklahoma region (Oklahoma, Cleveland, Canadian, and Logan Counties). ACOG, located in Oklahoma City, performs work related to enhanced 911 services, community & economic development, water resources, air quality, transportation planning services, and other issues of regional significance. JOB SUMMARY:
The Water Resources Manager is responsible for the planning and assessment of water resources for the ACOG region. This entails providing regular reports on technical water resource issues to the ACOG membership, submitting detailed reports to federal and state agencies as required, assessing the groundwater conditions of the Garber-Wellington Aquafer, and conducting in-depth water studies and modeling. This position includes proactively assisting and advising both local government officials and the public on surface and groundwater related issues. The Manager also provides staff support and guidance for the Garber-Wellington Association Policy Committee.

WATER RESOURCES DEPARTMENT ESSENTIAL JOB FUNCTIONS

      Coordinates the bimonthly Garber-Wellington Association Policy Committee meeting, including agenda preparation and presentation of agenda items.

      Prepares and submits technical reports to federal and state agencies as required.

      Provides technical assistance to local governments concerning surface and groundwater water quality and quantity.

      Conducts surface water quality modeling for wasteload allocations under the ACOG 208 plan utilizing LaQual and WASP software.

      Provides aquifer modeling and analysis for groundwater well field studies.

      Develops oilfield pollution impact studies utilizing historical aerial photo analysis.

      Provides electrical resistivity geophysical surveys for water well location and wellhead protection studies.

      Manages the development and maintenance of the water resource databases.

 

ADDITIONAL RESPONSIBILITIES:

      Prepares monthly Clearinghouse Review and Comment letters and report for proposed ACOG region and statewide projects.

      Monitors and reviews state and federal legislation that would affect ACOG and its member governments.

      Performs other duties and projects assigned by management.

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

      Proven writing skills and public speaking are essential. The ability to advise groups of professional and technical personnel is essential.

      Knowledge of various software packages used in aquifer modeling, surface water modeling and data management, including MODFLOW, LaQUAL, WASP, Microsoft Excel, Access, and Word.

      Working knowledge of geographic information systems (GIS) such as ArcGIS Pro. Ability to learn new software systems is essential.

      Familiar with various field work protocols and equipment for ground and surface water sampling and measuring, including the ability to write and follow quality assurance project plans.

      Ability to use general office equipment, including various personal computers, peripheral equipment, and software. This equipment is used to generate the various digital reports, graphics, presentations, and computations necessary for the performance of this position.

      Expertise in the use of electrical resistivity equipment, water quality field testing equipment, and knowledge of water well drilling and completion techniques.

      Knowledge and experience in effective supervisory skills in managing potential department employees per budget parameters.

 

Job Requirements
MINIMUM QUALIFICATIONS FOR CONSIDERATION:
• A Bachelor of Science in geology, hydrogeology, or environmental engineering and a minimum of three (3) years of experience in hydrogeology or water resource related projects.

• A Master of Science degree is preferred and may substitute for one year of experience.
