Full-Time Systems Analysis and Design Analyst GIS 3 / 4

Conducts analysis, creates system specifications, develops, tests and implements engineering, scientific and business applications, operating systems, and file/database servers. Utilizes existing or new technology in the automation of processes. Evaluates GIS software packages and provides recommendations to management.
Responsibilities of this position include the following:
Systems Analysis & Software Development
Support and interact with IT and various business managers to prioritize and plan work for their respective areas.
Support the process modeling infrastructure and perform process analysis and data modeling using standard tools.
Ensure that system improvements are successfully implemented and monitored to increase efficiency.
Analyze/troubleshoot issues relating to data verification and data integrity.
Analyze business/technical processes and information flows which cross multiple systems. Document issues, define alternative approaches to problems, assess business impact and recommend cost-effective solutions.
Consult with business users and subject-matter experts to define and document systems/business processes, business requirements, information flows and functional specifications. Assist in developing technical design specifications.
Translate requirements/design specifications into detailed test plans/test cases, develop test data and execute unit/systems testing.
Conduct user acceptance testing and track defects for resolution.
Maintain source code repositories.
Design, develop and support GIS software applications (desktop, web, database, services and utilities) utilizing .NET and SQL programming languages.
Create or maintain unified modeling language (UML) diagrams, reverse engineer databases, generate data definition language (DDL), generate extended markup language (XML), and other modeling tasks.
Handle critical development issues.
Provide technical support, diagnose, test and resolve moderately complex system problems.
Work with vendor to resolve problems with software and responds to suggestions for improvements and enhancements.
Monitor issues reported through Helpdesk Case Management System, provide client support and systems training. Respond to client requests for system improvements and enhancements.
Utilize proven troubleshooting and analysis skills to provide problem identification, root cause analysis, system testing, break/fix maintenance and long-term resolution for software/hardware/data issues.
Install operating programs & vendor/custom software on Windows-based workstations & Windows/Unix based application/web servers.
Act as a technical resource to less experienced IT specialists.
In addition to the above, the SA&D analyst level 4 responsibilities include the following:
Provide technical support, diagnose, and resolve complex system problems.
Act as the expert and lead for less experienced IT specialists.
